Portland PD preparing for ‘war’ in the streets after getting OK from mayor to keep peace by ‘any means necessary’

The Portland Police Bureau has been given instructions from Mayor Ted Wheeler (D) to use “whatever means necessary” to keep the peace as rival groups plan to descend on the city next week for “free speech” events, JonDougherty at The National Sentinel reports.
“The City of Portland has proudly embraced the right to assembly and the right to free speech for generations,” Wheeler said in a statement, according to Law Enforcement Today.
“Unfortunately, in recent years, extremists from across the political spectrum have used our city, our home to commit acts of violence while spreading their messages,” he continued.
“We have learned that on August 17th, groups plan on doing the same thing again. Some, to spread hateful messages. Some, with the explicit intend to commit violence,” Wheeler said.
“In these politically-charged times, the stakes couldn’t be higher. This is why I continue to empower and direct the Portland Police Bureau to use whatever means necessary – and amass whatever resources necessary – to ensure public safety and to uphold the law,” the mayor noted.
“We have more resources, more partners, more coordination and greater resolve than ever before to back our unified message: Don’t spread hate and enact violence in Portland,” said Wheeler. “This is our city, our home. Enough.”
In the past, Wheeler has been criticized for ordering his police department to stand down in the face of violent protests that have often led to violation of civil rights and property damage.

In July, Trump-supporting Quillette journalist Andy Ngo was attacked, robbed, and hospitalized by Antifa thugs who pelted him with quick-drying cement, stones, fists, and feet as he attempted to cover their latest demonstration in downtown Portland, Ore., the city that has become ground zero for the Alt-Left-s ‘revolution.’
Ngo was pummeled badly enough he developed a small brain bleed and was hospitalized overnight. The beating prompted outrage from the Right, calls for federal intervention from some lawmakers including Sen. Ted Cruz (R-Texas), and a lawsuit.
For many on the Right, the attack against Ngo was one too many. According to Big League Politics, a massive rally of conservatives and pro-Trump supporters is being planned for Aug. 17 in Portland, which could lead to outright war between political factions — because the radical Left has refused to curb its violence.

A Wall Street Journal editorial noted that a month after the assault, no one had been arrested or charged with beating Ngo.

As for the August rallies, Law Enforcement Today reported that social media chatter “reportedly confirmed that both sides have spoken about carrying weapons during the downtown rally and counter-protest. So police won’t be taking any chances.”
The news site also noted that earlier reports noted that state and federal law enforcement assets are being deployed along with local officers to prepare for possible street battles.
“Based on publicly-available information, the Bureau is concerned events on August 17 may involve persons interested in participating in criminal activity,” the Portland Police Bureau said in a statement.
Chief Danielle Outlaw, head of the PPB, said her department has concerns “about the criminal intentions being expressed in the publicly available forums which suggest some attendees plan to engage in violence.”
“We are taking this into account and developing an appropriate plan with adequate resources to prepare for this eventuality…. We will also be doing outreach to provide information to local businesses, residents, and visitors so they will know what to expect and the likely areas to be impacted,” she added.
